Victor Yakovlevich Litvinov (Russian:, 1910-1983) was a Soviet Russian aircraft designer and organizer of the aircraft industry.
Victor Litvinov was born in the city of Taganrog in 1910.
In 1930 he completed his studies in the Taganrog's aviation technical school and was assigned to the Aviation Factory Number 1 in Moscow as technical engineer in the assembly shop.
He graduated from the Moscow Aviation Institute (MAI) in 1937.
In 1938 he was appointed the chief engineer of the Aviation Factory Number 1.
